Would you like to moderate and help structure a highly interactive and participative global meeting on rural advisory services?

The 10thAnnual Meeting of the Global Forum for Rural Advisory Services (GFRAS) will take place from 01 - 04 October 2019 at the Royalton Negril, Jamaica,with side events on 30 September. It will be preceded by a meeting of the Caribbean Agricultural Extension Providers’ Network.

The topic of the GFRAS Annual Meeting will be “Role of RAS in Climate Change & Disaster Risk Management”. Co-organisers and hosts are CAEPNet, Jamaica’s Ministry of Industry, Commerce, Agriculture, and Fisheries (MICAF), as well as the Rural Agricultural Development Authority (RADA). 

Background

Effective and efficient agricultural extension and rural advisory services (RAS[1]) are fundamental to support rural people to face existing and emerging challenges, and to improve their incomes and livelihoods, thus contributing to the achievementof the Sustainable Development Goals. GFRAS was initiated in 2010 to provide advocacy and leadership on pluralistic and demand-driven RAS for sustainable development. The forum includes networks that represent RAS at the regional, sub-regional and national levels, and stakeholders from producer organisations, development partners, research, education, the private sector and the media. The GFRAS Annual Meeting is the key GFRAS event to foster an exchange of experiences on RAS across regions and to contribute to the strategic directions of GFRAS going forward.  

Meeting objectives and structure 

The GFRAS meetings are a highly interactive event. Building on the experience of previous GFRAS meetings, the capacity assessments of GFRAS regional networks, and on the expertise, knowledge, and experiences of participants, the three objectives of the 2019 Annual Meeting are to:

  • identify and define good practices, best-fit approaches and strategies to develop, strengthen, and maintain resilience in vulnerable communities to climate change and disasters;
  • identify and define ways to build the capacities needed at different levels and by different stakeholders (policy, research, education, extension, farmers) to develop, strengthen, and maintain effective risk management in climate change and disasters including preparation, mitigation, and recovery; and to
  • identify and define the roles and capacities needed by GFRAS and its regional RAS networks to play an important and meaningful role in developing, strengthening and maintaining effective risk management to climate change and disasters.

The meeting will be divided into four parts: one thematic day with a focus on providing a broad view discussion of climate change and natural disasters and their RAS impact globally; one day of field trips; one functional part to discuss and strengthen capacities of regional RAS networks and for a to play a critical role in developing, strengthening and maintaining effective partnerships and one policy dialogue. 

Tasks and requirements of the moderation team

In consultation with the GFRAS Secretariat, the moderation team will help refine the agenda, inputs, methods and structure of the meeting. The programme should enable an open, participatory and inspiring environment for discussion and lead to practical recommendations for GFRAS networks and fora. At least one member of the moderation team should have demonstrated experience of successfully moderating participatory international events with diverse stakeholders. Given the highly interactive event, we are seeking a moderation team of at least two people, ideally from different cultural contexts, including at least one person from the Caribbean. Knowing GFRAS and/or its sub-regional networks are an advantage.

In close collaboration with the GFRAS Secretariat, the moderation team will need to fulfil the following tasks:

  • Refine and finalise the meeting programme and structure, considering the demand-driven nature of the event, its participatory nature, output orientation, cultural sensitivity, timing and logistics;
  • Ensure quality presentations by help guide presenters to develop appropriate inputs and reviewing and providing feedback on inputs before the meeting;
  • Brief keynote speakers, panellists, and other presenters;
  • Ensure timely and qualitative implementation of the programme, including providing guidance and/or accompanying input providers and participants in plenary, group work, and other activities; 
  • Moderate and facilitate the main points of the meeting agenda;
  • Motivate participants, and create an enabling environment for discussions and exchanges; 
  • Give advice on logistical requirements; 

Expected timeframe 

  • June-mid-August: refine agenda, help finalise the structure and approach of different sessions, provide advice on the selection of inputs, and help with pre-meeting activities
  • Mid-August-early-September: coach input providers, finalise agenda, define logistical needs

  • Early-September-early-October: instruct resource people, finalise meeting preparation, moderate meeting

Financial compensation

Kindly note that GFRAS is in a position to cover ONLY accommodation (all-inclusive resort) and travel costs for the moderators, as well as a moderate per diem to cover incidentals for the duration of the meeting.
